The humanitarian crisis on the Balkan route has been ongoing for over ten years: more and more people are forced to endure cold weather, inadequate medical care, hunger, and fear of violent attacks by the police and border authorities without any protection. The inadequate or even complete lack of care for refugees is not the result of “state failure” or insufficient resources; what we see at the EU/Schengen external borders is rather a conscious political decision taken across Europe to deter people from fleeing to Europe.
